I cannot download a project to the user ROM card inserted in the CPU. What is a possible cause?

This problem is probably caused by the following reasons: [For SPH300/2000/3000 series]
1) The CPU mode selection switch is not set at the 'UROM-TERM' position.
2) The user ROM card has not been initialized (no directories and files).
     There are two methods of initialization: (Offline initialization) Insert the user ROM card in the memory card reader/writer to
     make the personal computer recognize the card. Then, select the “Memory card utility” command in the “Extras” menu of
     the loader. On the 'Maintenance' tab window of the 'User ROM' dialog, select the drive where the user ROM is inserted,
     and then click 'Format.'
 
Note: Format the user ROM card in “FAT” for SPH300 and in “FAT” or “FAT32” for SPH2000. (Initialization by inserting a user
          ROM card in the CPU) Insert a user ROM card in the CPU and execute “Resource initialization” from the loader after the
          CPU recognizes the user ROM card (the UROM LED turns on).
Note: To initialize a user ROM card by inserting it in the CPU, it needs to be formatted.
 
* Fuji Electric's user ROM cards are formatted in “FAT” before shipment.

   1) The CPU mode selection switch is not set at the 'TERM' position.
   2) The write-protect switch of the user ROM card is set to 'WRITE PROTECT.'
