Answer

A user ROM card can be inserted and removed when the UROM LED is not illuminated (the key switch is set to a position other than UROM).
When removing it while the PLC is in operation, turn the key switch to the TERM position (a position that is not UROM TERM), make sure that the UROM LED has gone out and remove the card.
